“The prevailing wage was set up years ago. I think it was the 30’s or the 40’s and what they were trying to do was establish a fair wage based on the average wage paid to people in certain classifications, whether a carpenter, electrician, a plumber, or a laborer. So they’re trying to establish something that was fair.
“I always used prevailing wage rate because I wanted skilled labor. I wanted to get the people that were trained properly. They understood when they did a pipeline. They understood when they put a steel frame up because they’d been trained into it.
“If you keep prevailing wage rate in the bidding process, wages are not the factor anymore. You’re going to get that project finished on time using prevailing wage rate. I always had a higher comfort level that I was going to get a quality project with few change orders and the work would more than likely be done with West Virginia contractors.
“Once we restore the prevailing wage rate, I think you’re going to see a vibrancy that we can have in West Virginia and i look forward to seeing that.”
